Using rating before 'issue'

I was recently talking to my old instructor who I haven't seen for a while, and we were discussing my upcoming IR(R) skills test. Invariably, we got onto the subject of CAA pen-pushing delays () when sending in my paperwork.
He was of the opinion that having passed my skills test, I was able to exercise the privileges of the rating before the CAA had rubber stamped everything.

Is anybody able to clarify?

I note that it doesn't specifically mention the IR(R) as a rating that can have a Temporary Certificate issued, I will ask my examiner...

I assume (perhaps cynically) that this edict is because the CAA are unable to keep up with the large number of applications and persons have been complaining about the waiting times.

That information notice only applies to the UK CAA Licenses - not EASA Licenses, which is probably the type of license you have...

Such Temporary Certificates (TCs) are valid only for UK CAA Part-FCL (or JAR FCL) licence
holders and SFIs whose Competent Authority is the UK CAA
There is a difference (legally) between a UK CAA Part-FCL and an EASA License.

If you have an EASA License then you CANNOT use a temp certificate.

No, its because they are applying a change in EU Regulations.
No, its because they have a lot of applications and only 18 staff who process less than 1 application a day sometimes... fact based on FoI Request.

I beg to differ. Exactly the opposite is the case.

An EASA licence is a Part FCL licence, and JAR FCL licences deemed to be EASA also.
UK CAA national licences are not EASA licences.

As stated by whopity, the CAA in issuing the TC are implementing EU commission regulation changes.

The IMC is not a Rating included in the list of ratings that may be excercised on a temporary certificate.

I have to say the temporary certificate is a god send for us when training for type ratings. I issue one now as routine after every eligible test

My kid just passed his driving test. The examiner gave him a piece of paper on the basis of which he was immediately legal to drive home from the test on his own.

Indeed. I passed my driving test in 1967 and was given a "pink slip" which was valid for licence privileges until such time as the real one arrived.

Slow progress I suppose.
