I would imagine that would be 0.02 which I believe is the minimum legally detectable level. That would be a level of intoxication.
I have seen one of those RBT shows where a P plater (no alcohol permitted) was done for drinking when his reading was below 0.01 but still detectable (apparently had eaten some liqueur based cake over dinner).

I certainly could be wrong. My understanding was that the breathalyser can detect 0.02 but the other machine is more accurate back in the station or booze bus.

However that was explained to me about 10 years ago so technology has come a long way.

That may also be the reason for CASR 99 coming into play. But I don't really know.

I was told that 0.02 is the bureaucratic way of saying 0.00. They have to allow for the level of accuracy of the measuring equipment, or some such. I don't think it is possible to achieve a minus reading.
