Looks very like the Carolinas or Maryland near what looks like a big river estuary without much tide

Runway heading is interesting further south tends to be 18 - 13 suggests maybe further north or a very constrained site - island?

Can't be - runway marking 13 is at 01:00 on the clock - if it was N oriented it would be at 10:00 or 11:00

I reckon the buildings in the top RH of the image is closer to N

Sometimes you are lucky - I opened GE zoomed into Maryland (which I had diligently searched for 45 minutes over breakfast coffee) and lo and behold

Nice little airport if you ever want to visit Jamestown and its historic associations.
