Partly I'm busy with some domestic hassles, partly I don't know what to say.
I can't imagine why a good and stable high wing design should be changed into a floating-prone low wing.
First thought when I first saw the silhouette was "maritime recon".
Second was that the nose gear looks like the one on a B-29.
Third was third world country.

Why the questionmark?

I know and you know that skytrain's picture is a flipped, greyscaled picture of an Evangel 4500 prototype. My problem is that I learned it from your post


AND believe it or not, the Evangel 4500 IS a taildragger

Evangel 4500 prototype ?
That's the one Brian . Despite the obvious differences most of the parts from the prototype were used to construct the first production aircraft.
Here is N4501L as the prototype:


And here is what happens when you re-arrange the parts!

Thanks. My memory is such that I had to start the search from scratch on the Evangel, as I had no immediate recollection of the type. Here is the next challenge:

Did have - lost it!! To get one the parachute had to be made by Irvin - not all were.
