There is a white section at the bottom of the image - is that the fuselage?

Not a Cheyenne.

All the suggestions so far have been civilian but on this one only the military version had tip-tanks.

I've given up on the USA.
French maybe?
I saw some nice tip-tanks on the Breguet Sahara, but looking at the perspective, that guy would be 12 ft tall - or maybe he's standing on the outer engine?

How right you are. The Breguet 765 Sahara derivative of the 763 Provence and 761 "Deux Ponts". Over to you Graeme.
