Martin is on the right tracks. Yes, believe it or not, this was converted from a Piper Cub!

Did "they" modify the tail fin?
Yes, heavily modified! The wings were clipped as well.

Yeah. I googled "Low-wing Piper Cub conversion" and copied the first thing that appeared.

this was converted from a Piper Cub!
Now, why would they want to do that?

Not low wing Graeme - try mid-wing. It was designed as an aerobatic aircraft.

If the link with Fokker can be worked out you should then have all you need to identify this with a quick search in Aerofiles

Edit...you'll need to adjust the spelling though!!
