I'm going to guess Northern Europe, maybe Germany.

I am also going to guess a North/South runway or thereabouts judging from the long (presumably evening) shadows.

What are the things that delineate the runway and also the perimeter down left? Doesn't even seem like a fence…..

I think they're car parking spaces Reg.
Anyway if it wasn't for the runway being 16/34, I'd say it was Baynards Park.
