Clue time: Looking SSE, photo taken in 1949. Since the photo was taken, a parallel runway was added, one runway deleted, and one runway lengthened.

mmm... I'm not sure that clue helps!

Topography suggest North America. Lack of higher terrain suggests mid-west.

Somewhere near Omaha or Des Moines?

Are you sure about 1949? I would have guessed a somewhat earlier photo of Midway.

A real WAG, Laredo, Texas (KLRD)?

But then again, there are a bunch of airports just in Texas with that primary WWII style layout.

Sorry, not Brooks City Base. The mystery aerodrome has little if any military history. You are very close, however.
