HP, as far as I can tell, it is Grumman Widgeon (you may note that I have made a slight error in silhouetting the lake above the mid-wing as part of the wing).

Morning. Like HP I was assuming this was a Widgeon or even a Goose conversion. But the tail is weird and I cannot recall any having that kind of design. Can't open that Russian website so not sure where that leads. Is this perhaps newer than it initially seems? Time for a look through Aerofiles

I'd say it is Widgeon unless someone comes up with compelling evidence of something else.
Edit: The poster says it were a turbo engine (conversion?), but I doubt it .

Ah, now I see that.
I think it's a widgeon, see the windshield shape.
Moreover, the Widgeon has those same inlines with "cyl head main cooling openings" pointing to the right.
A pity we can't see the tail...
