Is it perhaps a Breguet C.U-1 ?
And is it in Sweden?

mustpost is spot on Louis Breguet's Breguet 3, Type U1, early yet advanced design, it had a metal frame, tricycle undercarriage, and a tractor configured non-rotating radial engine. The Swedish B2. You have control.

Many thanks - bit of luck really, stumbled on the last one at the Swedish Air Force Museum. I think it has now been restored a bit from the original pic.

From the spar across the cockpit I will guess this is a Cassett (sp?) racer or some other formula one racer.

It is the diminutive Cassutt Formula 1 racer (first designed 1954) and run by Team Aerophile.

Based purely on the instrument in the overhead panel, which looks like a clock,is it Russian?

Not only the clock; that rubber-bladed fan looks like the ubiquitous Russian cockpit ventilation system.
