Couldn't get the buildings to match up with Westerland, but I did wonder about it as there's been so many changes there...hmm, interesting

How about Alderney Blaye and the point on the horizon being the telegraph tower? Other possibility is Haugesund [Karmoy], Norway.

Never been to Norway, but have done Sweden twice...with someone else picking up the alcohol tab
