The people / aircraft ratio seems a bit too high.

Some sort of state / official visit going on?

Would 1956 be about the correct year?

AAO is spot on. aka. Vasco da Gama Airport, Goa, located on the lovely southwest coast of India. A joint military-civilian airport originally built by the Potuguese, and now run by the Indian Airports Authority. You have control.

Hmmm... looks like a Dines Pressure Tube anemometer on top of the tower, likely to be somewhere in the extended 'Raj' then?

The first 2 are withinv the max range of Warmtoast's hypothethical aircraft, from the subject airfield.
