The student I was flying with at the time is a UK trained ATC with extensive experience in the London area and who has moved here and applied for a job with Airservices. That was two months ago, They haven't even bothered to acknowledge his application.
Every cancelled session of circuits costs a flying school around $500 in lost revenue.
This ATC system is not fit for purpose.

Airservices is a money making venture. It’s fit for that purpose. What monopoly wouldn’t be?
I remember when they brought in all the fees in the early 2000s we were told that Airservices had to return a dividend to Government. So of course they laid heaps of them off to "save money" but even then it was never as bad as this.
How will they make money at the Class D airports if they won't give aviation businesses the chance to actually teach people to land by denying access to circuits and then have an early knock off on Friday afternoons? Actually we managed just fine without them.

One way to make more money is to reduce costs (pesky things like humans who expect a reasonable salary) while focussing just on the services that deliver the best return. 'Pareto analysis'/'biggest bang for buck' - all the usual approaches.
Airservices should have an equivalent of Telstra's 'Universal Service Obligation'.
I've said it before: Privatisation of the Commonwealth's airports and turning the ANSP into a quasi-business venture was not in the public interest. It's made plenty of individuals millionaires (and at least on billionaire), by allowing them to milk the public to use the public's own assets.
