Why would the 'New Prestwick Centre' incorporate "an old design"?

If a system is acquired by an ANSP who modify and develop it over the years to meet evolving requirements and make use of newer technology and they then deploy a copy of it to a new location they are using an OLD system. If a system is acquired by an ANSP and the equipment supplier modifies their product over the years to meet changing markets and the ANSP buys the latest version for their new location, the ANSP is deploying a NEW system. Discuss.

Just like the MACC North/S29 ATCO has to ask his/her ATSA to "AL" the requested/new Flight Level....they are in the same room, but using different systems, as they did when they used different Centres, plus ca change..
