The pay and conditions as I have said will be considerably lower if you are on a local contract. I don't know if Garuda are hiring directly for the ATR but even if they are going through a broker the pay will still be very low compared to western countries.
Garuda pilots union managed to get most of expats kicked out of the airline a few years ago because they were a bit upset about the foreigners getting double the salary for the same work!
Nothing is for sure here either. Licence validations and immigration paperwork can take months to get approved leaving you without a big chunk or your pay and not much to do hanging around Jakarta.
That said they are in DIRE NEED of ATR drivers. This may speed things up a little.
Lastly if you don't have 250 hours on the ATR don't bother. They will not make exceptions for anyone unless you are related to the President.
