If there isn't enough demand from the current pool who want to go there then, who ever applies will probably get it. People based in places that are down sizing/closing will be offered them as all there available choices I presume. New command upgrades will probably need to choose one of them. New FO's will be offered them.
I've heard a few guys so far who are interested in them, so you never know. If interest exceeds demand then theres generally no problem.
I could think of worse places to be sent. I imagine it will be an easy life, all 2 sector long days, minimum effort maximum gain type stuff! Only trouble is the length of the commute home for some.
