Yes 4dogs, an OEI escape from Goroka is interesting in the F28, even though the place doesn't have an instrument approach. At Mount Hagen, they don't use the published approach because of OEI issues. So, for Pixie, Goroka and Mount Hagen are essentially VFR airports.

There is a simple answer to all this. My last two employers us a procedure called "Special runway procedure" which applys to both take-off and Missed approach. The Company has assessed each runway for obstacles that cannot be cleared with normal procedures. Those runways that have an obstacle problem have been submitted to Jepperson for them to design an escape procedure/path that will give the maximum payload capability all the way up to LSA. This procedure applies to both departure and arrival and secondarily the resultant RTOW's for the runways also provides the MLW.

I also aggree with some of the previous comments and the whole question is a legal minefield and therefore it is encumbent on the operators to be able to prove if necessary that they did everything they possibly could to prevent a misshap.

The point is that it is not simple where there are obstacles. If you design a splay that will capture almost all of the points from which the missed approach will be commenced then it will be far from optimal for take-off performance simply because it will be so much wider at the departure end than is actually required.

As a separate issue, it would be nice to use the RTOW as the RLW but a few issues get in the way, such as MLW and the various approach and landing climb gradients (being much more substantial than take-off gradients.

While I appreciate that Pixie may consider them to be VFR destinations, the weather is irrelevant to the extent that the climb capability OEI does not vary with visibility or cloudbase!!!! Hagen is less of a problem than Goroka - outclimbing the pine trees is only the first problem.
