Visual Approaches in Mountainous Terrain

I am looking for an ICAO reference/ definition of "mountainous terrain" or "mountainous region" for aircraft operations. I would like to have an understanding of the criteria they use to define these areas, rather than a map or geographical coordinates. Thanks.

From ICAO DOC 8168-OPS/611 Volume II Part I Chapter I


MOUNTAINOUS AREA. An area of changing terrain profile where the changes of terrain elevation exceed 900m (3000ft) within a distance of 18.5km (10NM)
