Engine covers in high winds

Apparently some Boeing AMMs (737 at least) prohibit engine covers for wind more then 60kts. I think we can all agree that engine covers are a no brainer for high wind conditions, not least in snowy conditions, where you could get engines packed with snow and ice which could be difficult to thaw out. I would like to understand this limitation if knowledgeable members such as tdracer would chime in.

Probably to cover the risk of damage from an errant tag strap or shred of cover flapping in the wind?

Sure, but that is no less an issue in 55kts…I would not want to be the one to go out in 50+kts and remove the covers as the wind was increasing beyond the AMM limits.
