IST/LTFM CAT II/CATIII Special Authorisation - why?

Question IST/LTFM CAT II/CATIII Special Authorisation - why?

Hello,

Does anyone have an idea why the ILS charts for every single runway at LTFM/IST airport (16R/17L/18/34L/35R/36) state that performing CAT II/CAT III there requires “Special aicrew and aircraft certification required”? (information in both navtech and jeppesen).

DH and RVR are typical for CAT II/III, definitely not SA approaches. The airport's PATC and AOC charts indicate that these are also rather normal approach profiles. Any ideas why on rather normal, big national airport they want special auth for simple CATII/CATIII approach?

Did any of you flying there have to go through special training to do CAT II/CATIII approaches there?

From: Seoul/Gold Coast.....
Possibly a Turkish CAA requirement to make sure your companies Training/Procedures conform to local requirements, similar to USA OPSPECS.

In my outfit we use LIDO and there is no such a note neither on ILS charts nor Aerodrome Operational Info pages.

I think this simply means that the crew needs to be trained and aircraft equipped and certified for LVO operations.
