Question IST/LTFM CAT II/CATIII Special Authorisation - why?

Hello,

Does anyone have an idea why the ILS charts for every single runway at LTFM/IST airport (16R/17L/18/34L/35R/36) state that performing CAT II/CAT III there requires “Special aicrew and aircraft certification required”? (information in both navtech and jeppesen).

DH and RVR are typical for CAT II/III, definitely not SA approaches. The airport's PATC and AOC charts indicate that these are also rather normal approach profiles. Any ideas why on rather normal, big national airport they want special auth for simple CATII/CATIII approach?

Did any of you flying there have to go through special training to do CAT II/CATIII approaches there?
