Power Banks

I'm researching a task and hope someone might help. I have plenty of information regarding the carriage of power banks, etc but I cannot find references to using a power bank in-flight. I have one safety notice that said they should not be used in-flight but that was from a specific company regarding a specific aircraft type. My reading of the DGR doesn't raise any such issue.

Does anyone know if there is any type of prohibition regarding the use of a power bank to recharge / supplement a PED in-flight? Authoritative references, if possible please.

Also, spare batteries, including power banks, should not be recharged while on board the aircraft. Additionally, power banks should not be connected or providing power to a device while on board the aircraft.

Honestly I don't like any Li based batteries on planes of course you can't stop it but charging banks sound especially treacherous...and full disclosure one of my undergrad majors was chemistry... and I studied Li ion batteries... yes I know things have changed but break down of the gel matrix was the reason and it can still happen just rarer

The two documents I have that prohibit the use of a power bank in the aircraft / in-flight are both European: EASA and Airbus; I can't find anything from Non-European operators that endorse that prohibition nor can I find anything that says says a similar prohibition is made by the FAA, CASA, CAA, etc.

I have gone through the ICAO and FAA websites / resources but they all refer to size, quantity, risks, actions, etc but none mention use in-flight.

If anyone does have any more resources, it would be appreciated.

At ICAO level, such provision has been proposed in Working Papers presented at the DGP meeting in 2017.

I am not aware of the outcome of the additional research by the Working Group mentioned in this document.
