Holding speed for turbulence condition

saw it in Jepp holding chart. Speed reserved for it was 180/ mach0.8

but why? for what ?

280/Mach0.80

Can't speak about ICAO. It's been that way in the U.S. since 1964.

Presumably for when you aircraft’s turbulence penetration speed is faster than the standard holding speeds.
