Non OTS NAT HLA comms

When operating within the NAT HLA but NOT via the OTS is ADS/CPDLC required? Can an aircraft enter the NAT HLA without a serviceable ADS/CPDLC with any penalty? Is Phase 2B of the North Atlantic Data Link Mandate (NAT DLM) going to influence this?

No not yet. And yes you can without any problems unless you plan to fly via or through the OTS at FL350-360-370-380-390
