ILS idents

Question ILS idents

Hi all. I was wondering if someone could point me in the right direction for the conventions of NAVAID identifiers, specifically ILS idents.

Where an airport has parallel runways, for example 35R & 35L, is it normal to have idents significantly different Eg ILOW, IFAT

or

would IABC and IABD where there is only one letter different be the acceptable?

My thinking is that the latter could constitute a safety hazard should the wrong ILS be selected AND it is not identified correctly.

Is there an ICAO document which stipulates how these idents should be determined?

Any comment appreciated.
