Altitude reference for TFR Temporary Flight restricitons

Hello,

I'm trying to understand someting in TFR temporary flight restrictions.
What is the logic behind the reference of the TFR minimal and maximal altitudes, which is given sometimes with the Mean Sea level reference, and sometimes with the Above ground level reference? Is there a rule to decide to use a reference or the other one?
