A320 Reverser

When i look into the MEL of the A320 ( MEL 78-30 30-01) concerning THRUST REVERSER i can see its is possible to take off on contaminated runway with one or both reversers inoperative.
I thought , for CERTIFICATION , the use of both thrust reversers on contaminated runway was compulsary during the take off roll.
Is there anybody to help me , what are the request of certification concerning take off on contaminated runway ?

Our MEL specifically forbids it. Its in the operational procedures section.

Our performance manual also re-states the restriction.
