the yellow min manoeuvre lines on the speed tape are just that for whatever configuration you are in. On a classic 400 in cruise at or near optimum levels for weight, that yellow line indicates min drag or holding speed I think and is the engine out drift down speed. If you are flying an 800 at optimum levels then add 15 knots to the yellow line to find min drag drift down or holding speeds. Airmanship consids, why fly at a speed below min drag in cruise? take a hold or vectors to lose time is better option

but who really wants to go that slow??
perhaps someone looking for a demo of the low and high speed buffet onset graph. I feel a trip to coffin corner coming on.

tried it in the sim ,on the 700Ng - flaps 30,gear down, full thrust ,bellow FL100- level flight at 80kt.. ....stickshaker,redbars....and we didn't stall it...and if you add also the wind ,I think we managed a GS around 40kt ,so we won't get a fine from the police radar.

Myrostersucks,
The min clean speed is always V ref 40+70 for the NG, as long as you fly above the amber arc. Below FL 200 this is displayed, while above that it requires a trip to the approach ref page of the FMC. As per the FCTM, fly at least 10 kts above the amber arc when in hdg sel. The figure of Vref 40+100 above FL 250 is only for holding when more accurate speeds are not available from the FMC/QRH.
Cheers
