regulated takeoff weight vs engine out s.i.ds

my question dear friends is:
what is the takeoff weight,which at or below a normal s.i.d can be followed safely i case of engine failure?
and at or ABOVE an engine out s.i.d shall be followed in the event of an engine failre..
appreciate any thoughts on this subject
