Engine Flat Rating

Hi folks,
just wanted a brainstorming session on FLAT RATING of engines and wat it means to the average airline pilot. My CFM56s on the 737s are flat rated to ISA +15.... wat i get from this is that at sea level at 30 degrees the max engine thrust would be obtained....

the question is WHY isa+15 and how does varying the temperature for flat rating change things on an engine....

your thaughts will be greatly appreciated....
