Swinging a compass

During a recent debate on the instructor forum it was said that it's permissible to swing a compass with electrics off; is this correct? Please can someone explain the rules for Compass swinging.

To put it quite simply, as the compass is affected by magnetic and electrical interferance, therefore to carry out a compass swing you need to be in a near to inflight conditions as possiable. Also an approved base to carry out the swing.

I had also understood that it ought to be done with most things turned-on but in another discussion (referenced by forget) someone is saying that is not the case.

I was hoping to find a reference to the published procedure (or a quote) to get to the facts.

It depends upon the aircraft type. Some require that electrics be turned off. Since the only time you're likely to have to use an E2B is total electrics failure, since the remainder should be working OK, this shouldn't be a problem.
