The person who took the photo isn’t a pilot and thought it might have something to do with the APEC meeting, so assumed it was a fighter escort or an unruly passenger incident.

In addition, you can’t read the “UNITED” in the original photo.

Here is the likely chase plane. Maybe they turned off the ADSB to avoid TCAS alerts??

There is no direct relationship between ADS-B and TCAS, but it's certainly SOP when two or more aircraft are in formation for only one of them to broadcast ADS-B.
