I'd say that was a Flap 3 landing, and by the looks of it that was a gust picking up the wing in the flare, as opposed to the wing down into wind.

Any other offers?

Flap 3 landing. The attitude is too shallow for it to be taking off, given the height the aircraft is above the runway.

Reading the same article, wind turbines failing because its too windy. Hope they've kept the receipt

Its easy to overcontrol as the flight control laws are blended after rotation.
