what is the difference between licensed and unlicensed airfield ?

maybe a stupid question but what is the difference between licensed and unlicensed airfield ?

I see that some airfield's are licensed for passenger and training operations but what does an unlicensed airfield allow ?

Take for example North Weald aerodrome, I believe this is an unlicensed airfield.
