Germany has been pretty slow till now implementing the JAR, but they are not alone there. Maybe they looked at their neighbours, the Netherlands, and decided not to jump at it, but to take a little more time?
Latest news I heard, they are still busy implementing, only the starting date is moved every time and time again. It seems unlogical if they would withdraw now, because the integration of the JARs already is taking place.
To withdraw at this point would almost be as stupid as the UK not joining the Euro

It is a requirement of EC Council Regualtion 3922/91 that the national aviation authorities of EC member states should be members of the JAA. It would therefore not be legal under current EC legislation for Germany to withdraw from the JAA.
However, a new Regulation is being currently going through the EC legislatiove process to establish the European Aviation Safety Agency (EASA). If the Regulation is adopted (it has passed the first reading)EASA will replace the JAA as far as as EC (and EEA?) countries are concerned.

Germany is certainly not withdrawing from JAA.. .Fact is that they are (still <img src="mad.gif" border="0"> ) more than busy to finish a spotless translation of the laws and orders to be published. . .They are avoiding the Belgium issue, a useless and not at all recognised JAR-FCL licence, loopholes everywhere in the national issue of the paperwork.. .Sadly, it takes so long and as already mentioned, postponed since years now, a new date is set with late summer...
About EASA, ask the authorities, implementation is foreseen for summer 2003 with the licensing paperwork to be ready by summer 2004. This may be postponed by at least one year or, as it appears in the last couple of days, for several years with the priority list being changed constantly.
Fact is that the JAR-FCL licence will be issued in Germany, the question remaining is only....when!!!! <img src="confused.gif" border="0"> <img src="redface.gif" border="0"> <img src="rolleyes.gif" border="0">

The purpose of the Euro was not to "outvalue" the dollar.
I defy anyone who's been to the eurozone since Jan 1st to criticize the project. It has been a complete success.
Sooner the UK joins the better!
(But we won't, of course, because it's in our make-up to prevaricate for years and then make a bollocks of it with just about everything we do these days)
