Flybe Dash 8 gear problems at Exeter

Just had a Flybe "Jersey 375" go right overhead low and slow with the landing gear down here in Mid Devon. He is making an approach to Exeter and has no nose wheel steering at all. Wants to stop on the runway and wait for a tug.
