Need info on ICAO English for Vietnam

Ok - I've exhausted my resources so I'm hoping someone here can give me a straight answer.

I'm looking for anyone that knows about WHAT EXAM Vietnamese pilots need to take in order to demonstrate ICAO English level 4 or above.

In 2010 everyone has to be level 4 or above, and in Vietnam (where I'm at) this is required to receive a license. However, I need to know what exam these guys take. ( FYI, I'm interested in doing side work teaching Aviation English and looking to become an examiner for the ICAO rating system )

I've receive about a dozen different answers from people here.... So... Would the REAL Slim Shady ... I mean..... knowledgeable person please stand up and let me know.
