Your FRTOL is only valid till your RTR is valid.
You may have RTR number XYZ printed on FRTOL which is different from the lapsed RTR of yours.....but if RTR is invalid....FRTOL stands invalid.
Does DGCA issue's NOC for TR with Invalid or lapsed RTR?
I dont think so....just confirm it from DGCA.
Sometime the sentence " license should be valid at all time " leads to confusion and DGCA will surely create problem if you dont inquire about it before going for TR without proper valid documents.
Ohh are you converting your Indian CPL into Canadian CPL or FAA CPL ?

Suppose you got RTR-P/C with number as RTR-333-COP-07 and you submitted this for your CPL conversion in 2008,then FRTOL will be based on above RTR number....
Now you got RTR renewed in 2010 with new RTR number would have been like this RTR-444-COP-10.
But your FRTOL will still show RTR-333-COP-07.
But as FRTOL is valid for 5 years and your original RTR for 3 years.....your FRTOL stands invalid if your current RTR-444-COP-10 gets lapsed too irrespective of RTR number printed on FRTOL.
Lapsed RTR = Lapsed FRTOL till you get new RTR.

@johnny,
I dont know how you make this sense about Lapsed RTR= Lapsed FRTOL
Both are different licences. Its just we need both of them to be vaild and Current to fly a VT registered aircraft.
If its according to what you saying, then what is the sense of issuing both the licence.

Are you getting FRTOL on basis of your foreign FRTOL or Indian RTR?
DGCA FRTOL is issued on the basis of your RTR ....if RTR is lasped then how can FRTOL will be valid?
You need to have valid RTR not matter what is the category of RTR....you just need both as you posted ,so how come RTR is invalid and FRTOL will be valid when your previous one has lapsed?
Man read properly before posting messages and before questioning try to inquire correct procedure's from WPC Office in Delhi.
