US experts insist runways cracked
Thaksin, Chainant say airport problem-free

BANGKOK: -- A team of US aviation experts is insisting that both runways at Suvarnabhumi airport need reconstruction as there are severe cracks that are large enough to sink the nose wheel of an aircraft, according to an aviation source.

They are also not tiny cracks on runway shoulders that the deputy transport minister showed to reporters, the source said.

But Deputy Transport Minister Chainant Charoensiri and Prime Minister Thaksin Shinawatra deny there is a problem.

The source said yesterday that the serious cracks were at the ``touchdown'' points of both the western and eastern runways of the new and now-delayed Suvarnabhumi airport.

The American experts, reportedly brought in by the prime minister to give him an independent assessment, recommended the complete reconstruction of the two runways because there was a range of possible factors that could have caused the large cracks.

The source said Mr Thaksin had unofficially invited the team of the US experts to the airport construction site in Samut Prakan province especially to examine the cracks which were not the small ones on the runway shoulders that Gen Chainant brought reporters to inspect on Sunday.

The team of experts arrived last Tuesday, examined the runways and have already finished their report.

The experts recommended in their report, which will be submitted to Mr Thaksin soon, complete reconstruction since repairing them, though possible, would make the airport runways unacceptable internationally. The US experts have already left Bangkok.

But the prime minister yesterday dismissed the crack report.

Mr Thaksin said they were actually gaps on roads inside the airport, not on any runways. The gaps were prepared for adjoining blocks of road surface to contract and expand at different temperatures. He likened the gaps to those filled with asphalt on normal roads.

``I confirm that there is not a problem at all. Everything is fine. Believe me. If there is something, I will tell you. Don't worry that our nation is that bad or under-developed. There's nothing. Don't worry. Be calm. I will see to it well. It is about the national reputation,'' he said.

Mr Thaksin said he would also welcome the opposition to examine the airport for transparency over the issue.

Gen Chainant insisted yesterday there were only cracks which occurred due to a technical process on the shoulder of the western runway.

He said ground improvement was going on next to the western runway to prepare for the construction of taxi-ways to adjoin the third runway to be built in the future.

In the process, according to him, sand and gravel are dumped to compress soil on the airport site which is on swampy ground so the original soil will be firm enough for future taxi-way construction. As the compressed soil subsides, cracks are expected to occur normally and have appeared on the adjacent western runway shoulder.

Gen Chainant confirmed that the cracked runway shoulder would be removed and rebuilt later, and that there were no cracks on either of the completed runways.

Opposition leader Abhisit Vejjajiva yesterday demanded the government clarify the runway issue. He complained about inconsistencies in previous accounts by relevant government officials about the reported cracks.

He also said that, based on a remark from an expert whom he had talked to, cracks on the runways should have nothing to do with any construction technique.

``The government should not evade the question in a hurry as that will affect credibility. It should pause and explain clearly where the cracks are, whether they are normal and how they will be corrected,'' said the Democrat party leader.

In another development, Gen Chainant revealed yesterday the installation of the airport information management (Aim) system was a major factor delaying the airport's completion.

This same general scenario ocurred with runway 34L at OEJN, and indeed after the airport opened (after a six year delay) 34L was rebuilt in the touchdown zone, to the consternation of many in the power structure.

If the new BKK situation is similar, it ain't gonna be cheap to 'fix'.

The Bangkok Post who ran this report 4 or 5 days ago have already retracted it.

However, this being Thailand…………………..

CRACK-UP AT NEW AIRPORT
AUGUST 15-21, 2005

Reporting on the shenanigans at Suvarnabhumi Airport/Thai Rak Thai Benevolent Fund Resource Centre reached new heights of absurdity last week.

The Newspaper You Can Trust continued to widen its deep, dark chasm of credibility with a series of cringing retractions and groveling apologies for a front-page lead story it ran concerning dirty great cracks – wide enough to swallow up a new Airbus A300 apparently - on the new airport's runway.

The story said that US experts “quietly” (ssshhh) appointed by the Prime Minister had found cracks on the runway and determined that these cracks could cause plans landing at the new airport to skid off the runway, crash, burst into flames and kill all on board.

The prime minister denied that that he had quietly hired US experts and said the story was a fabrication and the media better watch out or else …

Instead of the usual "we stand by out reporter" spiel typical of most newspapers in circumstances such as these, The Newspaper You Can Trust printed an apology, withdrew the offending story from its website and threw the reporter to the sharks, which wasn’t a problem because the reporter knows them all.

The reporter, meanwhile, stands by the story because if he doesn’t, he won’t get the remaining 50 per cent of the money owed to him by the people who paid him to make it up.

Bangkoks new airport

This from todays Bangkok Post.....

Thais were glued to the television yesterday to watch the landing and take-off trial at Suvarnabhumi airport, in the hope it would yield lucky numbers for tomorrow's lottery draw. ``People called me to book numbers 929, 919, 29, 92, 992 and 229 or those numbers backwards. I think major bookies might have to suspend the booking or pay winners only half of full prizes,'' a major bookmaker said.

``The numbers came from the time Airbus 340-600 aircraft Wattana Nakhon touched down on the runway _ at 9.19am on Sept 29 _ and because Prime Minister Thaksin [Shinawatra] was on the flight,'' an underground lottery fan said.

The bookmaker said other popular numbers were derived from the prime minister's flight number, TG 8960.

Many Thais are superstitious and when choosing lottery tickets often go for numbers related to the births, ages, illnesses and deaths of important figures, or decrypted from strange trees and animals.

Earlier, scores of underground lottery fans enjoyed a windfall from numbers related to the prime minister's birthday, July 26, as well as his age.

Several underground lottery fans expressed confidence that Mr Thaksin would bring them good luck again, saying numbers related to the prime minister had won them more money than those related to other important people.

One fan said many people looked to statistics for inspiration when rumours went about that the lottery was rigged.

Previously they would decode numbers from uncommon things, especially Sunday morning dreams.

Research by Sangsit Piriyarangsan and his team from Chulalongkorn University's faculty of economics found that up to half the population gambled on the lottery.

Two-thirds of this activity was on the underground lottery, using numbers given by monks or those related to important people.

``Mr Thaksin is so proud of the technical testing at Nong Ngu Hao [Suvarnabhumi] airport.

``He expects his government will enjoy not only fame and income from the airport, but also huge sums of money from the government lottery,'' one political commentator said yesterday.
