This same general scenario ocurred with runway 34L at OEJN, and indeed after the airport opened (after a six year delay) 34L was rebuilt in the touchdown zone, to the consternation of many in the power structure.
If the new BKK situation is similar, it ain't gonna be cheap to 'fix'.
