You can try SQ cargo when you have a CPL and more hours on your log book.

Also, you need at least a B3 for the combined science subject.

These things, among other requirements, were the minimum standard SIA requires when they still accepted applications through snail mail several months ago. Now everything's computerised. I don't know how exactly the system works now, but I don't believe the requirements would have changed, and it would certainly be harder for anyone who don't have these pre-requisites to slip through the cracks.
