Not quite, it does favour SSR over ADSB in the display. But there is an indication that shows if it is receiving ADSB or not as well.

EDIT: Not sure about the 3nm. It's not in the docs up here....

Well the service they get is pretty much the same as an IFR service, but for free and CENSAR keeps the sartimes. I see lots of flight plans floating around taking advantage of it.

I don't hear them very often, but Rex and QL often will broadcast inbound. But not many else do....

Responsible for VFR aircraft in E? Since when was that a thing for ATC? You tell IFR aircraft of visible VFR aircraft when giving traffic, but there is not a direct responsibly for ATC at all for VFR...
