Of course, you know that "cleared as filed" refers to route only and does not include altitude/level even if requested in flight plan. The only change that can be effected without an ATC clearance...

It's not an ATC "plan"....it's an ATC CLEARANCE and, yes, you are correct.. it's what counts.
