Airline Start up Required Positions

The FAA requires new Part 121 arlines to have 5 positions--Ops, Chief Pilot, Safety, Maint. and Inspector. I would like to know if there are similar requirements in the EU specifically the UK?

Pilot TT minimums in Europe

With the US beginning to require commercial airline pilots to have a minimum of 1500 TT and a ATP in 2013 before they can even sit in the right seat. I was wondering if Europe has such minimums?

You have massively confused two parts of a business....the items you mostly mentioned are fixed capital costs not be confused with operating costs.

Does the UK CAA require such things as 10-year background checks/drug tests as they do in the USA for their pilots/cc/mechs?
