Changes to vat laws-zero rated

I wonder if people can help me shed some light on VAT laws for importing aircraft,now the exemption in the uk is stopping from January 2011,does this apply to the isle of man as the IOM parallels uk...

I believe it is a way of making private aircraft owners now have to use...
