You can always contact your exam boards (AQA, OCR etc). They should be able to supply you...

What are the rules for when to use RWY 27L & R for arrivals and departures when on Westerlies?
Seems to be a trend that (in this particular scenario) RWY27L will be used for arrivals up until 1500L...

I don't think you have to be resident in the UK. You'll need a permit to work in the UK though. NATS recruit controllers that live abroad too.
