Just out of interest, what is stopping CX from hiring DESO's or DEFO's on local conditions i.e. without allowances? If they did that, they'd have an even cheaper source of pilots.

The problem, ceoicao, is that CX classifies cadets as locals, not expats. This saves them serious amounts of money, and is the reason that the cadet program was opened to all nationalities.
