My understanding is that below 40 degrees most clouds are made up of ice crystals and therefore pose no engine icing hazard with climb or cruise power set. I'm not sure why this changes in descent....

On my last sim check (B737) I got a low speed RTO (severe damage) circa 60kts! Very interesting! It's a sort of no man's land. Too slow for the rudder to be effective and too fast for the tiller....

The only exception to the "written - true, spoken - magnetic" rule are Volmet broadcasts which are basically transmitted METARS.
