Doc 8168

According to Doc 8168 a published procedure needs either an IAF og IF however if no such available you need a reversal-, racetrack- or holding procedure.
At least that is how I read the Doc

vv003 also means that maybe there is clouds somewhere, but there is no way to tell for the reporter as he can only see 300 ft up.
In the mentioned case there can very well be a ceiling at 400...

It will allways be possible to get 2 charts f.ex 06 and 12. Then you can use these two charts to get an overview and to see the movements of the different weather systems.

So the 900 kts is only correct if you were to fly really low (0 ft)
