I think he's referring to the practice of ACARS-equipped aircraft having a normal weight and balance and loadsheet preparation, which is then signed, and any LMCs being advised to the crew via ACARS.

Dunno about that. They DO have a direct exit captains' scheme! :) All you need to qualify is to express concerns about safety issues, not take sh*t from above, and run a good operation.
